ABSTRACT
The Decree Law No: 696, enacted in 2017, introduced the Additional Article 2 to the Trade Unions and Collective Agreement Act TUCAA No: 6356. This additional article provides a legally binding characteristic for the public sector collective bargaining framework agreement protocols that has been concluded in the public sector voluntarily in Turkey since 1989 and used a kind of social dialogue mechanism. The fundamental change in the legal nature of the framework agreement protocols will affect the legislative framework of collective labour relations as well as industrial relations system in Turkey. In this paper, the effects of protocols, gained legally binding characteristic, on industrial relations system and trade unions in Turkey will be discussed
