ABSTRACT
The state accepts the individual as the basis of the socioeconomic structure. Therefore, it has revealed the human rights norm. The ability of the individual to exercise his / her social, political and civil rights is closely related to the conditions of the society. Based on the inevitability of structural differences between societies, it is concluded that each society creates its own reality. Neoliberal global economic structuring has also led to different results in different societies. Citizens of nonindustrialized countries have become more sensitive to the risks of globalization. While economic deregulation caused environmental destruction, poverty and deprivation provided the conditions that led to the further pushing of vulnerable groups out of society. One of the outputs of these conditions is the harmful effects on health. Considering the case of the ethnic Romani population evaluated in terms of workrelated health problems in our clinic, it is understood that socioeconomic conditions, in which poverty and deprivation have become the norm, still continue today. As a waste sorting worker, we see that the phenomenon becomes unhealthy due to informal working conditions in the waste sector, which is a huge economic income area, and is also pushed out of the society. As a result; Even though the individual is defined as a free citizen in the “modern” life, his / her place is a non positioned place. It is an expression of an objective subjectivity in an insecure and unsecured environment imposed by today’s conditions. It is necessary to rebuff the policies implemented in order to improve socioeconomic dynamics, and to change the structure that has become a norm for people to waste.
