Being healthy is the foremost indicator of well-being for people. The optimum level of physical and mental integrity of the individual means that he is both healthy and that a number of socioeconomic well-beings are at an acceptable level depending on this being healthy. However, individuals may lose this health integrity due to various reasons in the flow of life, and this naturally affects their socioeconomic quality of life and welfare levels negatively. It is a socioeconomic and socio-psychological disadvantage that complicates their lives and causes them to need support. It is an undeniable fact that a disabled person needs physical and mental support, as well as financial and social needs. Solving the problems that only family members or government supports may not be enough and the disabled individual has to work himself will ensure the self-confidence of the disabled individual and the society and will accelerate the solution of both the individual and social part of the problem.
In order to facilitate the lives of people with disabilities and to ensure their integration with society, international organizations such as the United Nations (UN) and the International Labor Organization (ILO) have carried out studies dating back to the 1948 Universal Declaration of Human Rights. The decisions taken as a result of these studies have been integrated into their national legislation by the states and have been put into practice in many areas of life. Social policies have been developed by the states for the disabled and especially for disabled women, and non-governmental organizations have contributed to these policies both in the development and implementation phases. Non-governmental organizations make great efforts to remove the legal or physical obstacles to the unhindered existence of disabled people in social life and to ensure their socialization in all areas of life.
However, despite these efforts, disabled people and especially disabled women continue to face difficulties in varying degrees in different areas of social life. Among the disabled, especially disabled women, feel the negativities caused by the difficulties in working life twice as much. This situation finds an important place in the literature as double disadvantage or multiple disadvantage. Disabled women are the individuals who need support the most because of their double disadvantage among disadvantaged groups. At the point of overcoming these difficulties, it is necessary to draw attention and pay special attention to the difficulties arising from the double disadvantage of women with disabilities. The most important pillar of the struggle is to raise social awareness and raise awareness of both women with disabilities and society. Because, when the level of social awareness and consciousness cannot be reached, it becomes difficult for the legal regulations and policies developed to solve the problems to achieve the targeted success.
In the study, using the literature review and document analysis methods, together with the relevant academic publications, reports etc. of both national and international official bodies. resources were scanned. In addition, national and international legislation has been compiled and an answer has been sought to the question of whether the problems are caused by the deficiencies of the legislation.
The study started by giving a place to definitions and approaches related to disability and double disadvantage in order to provide a conceptual basis for the subject. In the continuation of the study, the social perspective towards women and especially disabled women who are in a double/multiple disadvantaged position, and the problems they experience in general terms depending on this point of view are discussed. However, in the next section, the legal arrangements made by international organizations and Turkey regarding the solution of these problems are examined. In the conclusion part, suggestions were made about the cause of the problem, which turned into a paradox despite all the arrangements and efforts, and what needs to be done.
