ABSTRACT
The Tobacco Regié was a multinational foreign direct investment that had emerged from the Public Debts Duyunu Umumiye system, and this system in turn signified the foreign control over Ottoman resources. Regié established a tobacco factory in Samsun in 1887. While the Regié Administration caused tobacco production to become the main source of income in Samsun and its towns, it affected economic, financial and social relations in the region. In fact as a foreign direct investment in the Ottoman Empire, in the 19th century, Samsun Regie tobacco factory can be seen as an early example of the impacts of privatization of Tekel on Samsun
